Is there a sect in islam that acknowledge astrology as fact?

I have this" devoted" sunni muslim cousin,he prays regularly, no vices, treat women with honor,open minded, yet he practices astrology and numerology though he justify that it is in the quran that Allah said the stars are used as bullets against satan. That is why knowing scientific astrology enables him to know the true character of a person , observed and experienced thru life.He added that there was a priest named Thomas Aquinas sent by the church to study astrology so that the church can fight against it but this person later on knowing the truth in astrology instead became the defender and practitioner of astrology. He said that those who safeguarded the original old testament scriptures in the dead sea scroll have safeguarded also text concerning about the knowledge of astrology. He even cited that there was this biography about Mohammad that won first prize in Saudi Arabia in 1998 that the reference about the birth about Mohammad was authenticated by an islamic scholar and an ASTROLOGER. My cousin is also an expert in graphology (handwriting analysis) body language reader, hunting and tracking, and survival in any climate. Is he really a muslim?
