What does is cost a business to provide free WiFi to its patrons?

I don't mean actual raw numbers. But what processes or safeguards do businesses have to have in place to offer WiFi? If offering WiFi was completely beneficial for a business, all businesses would have them. Not all businesses offer WiFi even though the vast majority rely on computers and the internet.
