Why is my fish tank cloudy?

i have changed the filter pads on my fluvel 2 filter but it is still very cloudy - do you think i need to buy a new fluvel filter ? My tank just has female and male guppies, - loads of them, with loads of babies ! And 2 albino placostemus in tank as well, i don't think there are any dead fish lying about
