What is the smallest pet snake that beginners are able to have that are still safe?

by safe i mean that they are not venomous, don't bite (if they do doesn't hurt), and is calm. i am interested in ones that grow no longer than 2-3 feet. but i am mostly looking @ albino milk snakes, and corn snakes....a snake kind of in that range would be nice like behavior wise and stuff. so please help me out! thank you! also i have never owned a snake before. so i am a newbie sadly...
